Aboriginal Family Legal Services Queensland (AFLSQ) is proud to welcome Charlie Rowe, a respected Kamilaroi man and community leader, as General Manager – Programs.

With over 13 years of frontline experience supporting men and families across Southern Queensland, Charlie brings a wealth of cultural knowledge, lived experience, and grassroots leadership to the organisation.

Charlie’s appointment marks a significant step forward in our commitment to culturally responsive, trauma-informed service delivery. His leadership strengthens our holistic model, which centres on self-determination, healing, and cultural integrity for Aboriginal and Torres Strait Islander families.

At the heart of Charlie’s work is Bamba Mari, a nationally recognised men’s program meaning Strong Aboriginal Man in Kamilaroi language. As lead facilitator, Charlie walks alongside participants through personal growth, emotional regulation, behaviour change, and relationship building. Since 2016, over 460 men have been referred to Bamba Mari through Murri Court, with approximately 430 who engaged not returning to jail — a powerful testament to the program’s impact.

“I’m not here to tell people what to do. I’m here to walk alongside them, support them, and help them see they have a choice,” Charlie said. “This work is about restoring strength, respect and self-determination. The men learn to respond, not react. That change flows on to their partners, children, and the community.”

In addition to Bamba Mari, Charlie serves as an Independent Person (IP), providing cultural and emotional support to Aboriginal and Torres Strait Islander clients navigating the Department of Child Safety. His presence ensures clients are respected, heard, and protected throughout complex legal processes.

“Charlie brings not only lived experience and leadership, but a deep sense of humility and heart to our organisation,” AFLSQ CEO Kathleen Wincen said.

“He strengthens everything we do — from service delivery to community trust.”

Charlie’s vision is clear: to expand programs and outreach across AFLSQ’s footprint, ensuring more communities benefit from culturally grounded care.

His message to the community resonates deeply: “Walk strong. Stand proud. Believe in culture. And if you’re struggling – reach out. There is no shame in asking for help.

With Charlie Rowe’s leadership, AFLSQ continues to walk tall — empowering families, strengthening communities, and honouring culture every step of the way.
